The £60 million transformation bid has said it will preserve the existing Templars Square shops and add new restaurant units and a hotel, as well as improving the pedestrian routes, streetscape and car parking facilities.
Included in the proposals submitted to Oxford City Council are plans to build 200 apartments.
New River are hoping the plans will lead to better experiences for consumers and bigger local community, whilst attracting new shoppers, encouraging longer visits and acting as a catalyst to growth and added investment for Cowley.
